REPUBLIC OF CONGO Unity-Work-Progress ------------ COMMUNE OF BRAZZAVILLE ------------------- TOWN HALL ------ CABINET ---- PUBLIC PROCUREMENT MANAGEMENT CELL -------------------- Notice of Call for Tenders (AAO) Date: June 8, 2026 Reference: Project for the development of the Jardin dEssai de Brazzaville. AON No: Tvx.00101/CB/M/CAB/CGMP.2026 1. The Municipality of Brazzaville has obtained funding from the French Development Agency (the “AFD”) to finance the cost of the “Brazzaville Test Garden Development Project”. It is expected that part of the sums granted under this financing will be used to make the payments planned for the contracts concerned. 2. The Municipality of Brazzaville solicits Offers under closed cover from eligible Bidders to carry out the following work: - Lot 1: “Development works for roads and various networks (VRD)”, including in particular: • Site installation; • Signaling; • Studies; • Preparatory work; • General earthworks; • Pavement pavements; • Green spaces and parking facilities; • TVC roadway; • Crossing works; • Lighting. - Lot 2: “Development work on the market gardening area and storage works”, including in particular: • Site installation; • Signaling; • Studies; • Civil engineering and irrigation networks; • Development of market gardening plots; • Technical rooms and raised tanks; • Other arrangements. Lot 3: “Construction and rehabilitation work on buildings, development of a hall and a leachate management structure”, including in particular: • Site installation; • Signaling; • Studies; • Structural work; • Carpentry; • Sanitary plumbing; • Electricity; • Coating; • Paint ; • Sanitation; • Fire safety; • Various networks; • Leachate management works. 3. Eligible tenderers are authorized to tender for a single lot or for all three lots, each lot constituting a separate contract. Prizes will be awarded separately. 4. Eligible and interested Bidders can obtain information at the Brazzaville Town Hall located at City Hall, Avenue Cardinal Emile BIAYENDA and read the Tender Documents at the Public Procurement Management Unit of the Municipality of Brazzaville (Permanent Secretariat), on the 2nd floor, Doors No. 3 and 4 on the right - Tel: 06 793 26 84/ 05 506 13 14, from 8:30 a.m. to 2 p.m. 5. Interested Bidders may obtain the complete Invitation to Tender Documents in French at the address mentioned above against a non-refundable payment of Two hundred thousand (200,000) CFA francs. 6. The Instructions to Bidders and the Administrative and General Clauses are those of the AFD “Standard Procurement Documents for Works”. 7. Bids must be submitted to the above address no later than July 7, 2026. Bids must include a guarantee in the amount of: Five (5) million CFA francs for Lot 1; Two (2) million CFA francs for Lot 2; Three (3) million CFA francs for Lot 3. 8. The Bids will be opened in the presence of the representatives of the Bidders who so wish on July 7, 2026, at 2:30 p.m., at the following address: Conference Room of the Brazzaville Town Hall located at the City Hall, Avenue Cardinal Emile BIAYENDA, 1st floor, first door on the left.
