The Democratic Republic of Congo (DRC) has received financing from the World Bank's International Development Association (IDA) in the amount of USD 250 million to finance Phase 1 of the Inga 3 Project Development Programme (PDI3) under the financing agreements of June 21, 2025, and intends to use the funds from these Credits to settle supplies, works and services to be procured under this programme.
This funding is part of a Multi-Phase Programme (MPA) totaling USD 1 billion, aimed at the preparation, structuring, technical design, studies and preparatory investments of the Inga 3 hydroelectric project, as well as related activities in the Inga development corridor.
The development objective of the Inga 3 Project Development Programme (PDI3) is to make Inga hydropower a lever for sustainable socio-economic transformation through green and accessible energy, while maximizing economic, social and environmental benefits for the DRC and local communities.
The Programme comprises the following two components which will be implemented nationally, focusing primarily on the Kongo Central province:
Component 1 : Country project preparation ( USD 56 million )
This component will focus on creating the foundations for the development of Inga 3 and then on the development process itself, up to the structuring of the contract.
It comprises two sub-components:
Sub-component 1a: Preparation of Inga 3 (USD 41 million)
Sub-component 1b: Project coordination and management (USD 15 million)
Component 2 : Country preparation for the project ( USD 194 million)
This component will include a series of activities that will help communities, the public and private sectors, and the country to contribute to and make the most of the wide range of opportunities that the development of Inga will offer.
Technical and financial support will be organized according to the following three pillars:
1. Pillar 2a: Community Development (USD 100 million)
The ambition is to engage with local communities as important stakeholders in the development of Inga, contributing to local livelihoods and capacities in a bottom-up manner;
2. Pillar 2b: Inga Growth Corridor (67 million)
Accelerating economic growth and investment in the Inga Growth Corridor will contribute to the development of Inga and help the country to reap more of the potential economic benefits of Inga's development;
3. Pillar 2c : Strengthening National Systems (USD 27 million)
Developing market-oriented skills in industries and localities relevant to Inga. The DRC's capacity to develop Inga, as well as to benefit from Inga's development, will be heavily influenced by the skills and capacities its population is able to develop.
The major contracts below financed by the Credits will be awarded in accordance with the procedures specified in the "World Bank Procurement Regulations for Borrowers under Investment Project Financing (IPF)," revised February 2025 and September 2025.
Specific calls for tenders, subject to the World Bank's international tendering procedures (AOI) (such as national AON), as well as those relating to consultant services contracts, will be published, as soon as they are available, in STEP, the World Bank website, dgmarket.com, UN Development Business (UNDB), local websites (MediaCongo, ARMP and ADPI DRC), widely circulated international trade publications and local newspapers.
